Excessive levels of radiation at a second Japanese nuclear facility at Onagawa after Friday’s earthquake have led authorities to report a state of emergency, the UN nuclear agency said.
“Japanese authorities have informed the IAEA that the first or lowest state of emergency at the Onagawa nuclear power plant has been reported by Tohoku Electric Power Company,” the International Atomic Energy Agency said Sunday.
The alert was declared “as a consequence of radioactivity readings exceeding allowed levels in the area surrounding the plant. Japanese authorities are investigating the source of radiation,” the watchdog said in a statement.
Part of a reactor at Japan’s ageing Fukushima No. 1 atomic plant blew up on Saturday, a day after the biggest quake ever recorded in Japan unleashed a monster 10-metre (33-foot) tsunami.

This is from a survivalist/nuclear preparedness newsletter I get, I just think he comes up with interesting points:
There is going to be lots of fallout
from Japan -
BUT -
not the kind everyone is worrying about.
Not to say -
that there isn't reason to worry.
Just different worries.
Lets deal first
with the misconceptions.
The meltdown / China Syndrome
is a BIG DEAL.
If you are there -
but not here.
No nuke clouds coming this way.
Of the mushroom type - anyway.
Just to pick a number - ten -
because I hear lots of numbers.
Nope - we aren't even talking
ten Chernobyls.
That was a different design -
and a different problem
that spread over Europe.
Moreover - these are not nuclear bombs.
The latter put out a different
'radiation signature' -
and the force of the explosion -
puts the radioactive material
high up into the stratosphere
to be carried our direction by the Jet Stream.

And THAT WOULD BE A PROBLEM -
if say a nuclear exchange took place
between Pakistan and India.
But these are not those kind of nukes -
and there isn't fallout being carried
up into the Jet Stream.
Then I see people yelping about it coming across the ocean -
and the affect of seawater.
Yep -
seawater has a VERY BAD effect on fallout.
But again -
it isn't happening that way.
The way that it is bad with seawater -
is if you have a nuclear bomb explosion
under the sea -
or near enough to the sea
that massive amounts of seawater
are sucked up into the nuclear cloud.
What happens then -
is that the radionuclides attach themselves
to the salt particles that were in the seawater -
and when they are rained out (fallout)
perhaps hundreds of miles downwind -
then these particles coat the surfaces
that they fall onto -
and cling tenaciously to them.
In that case it is extremely difficult
to decontaminate the surfaces.
But suck it up -
nothing like that is happening here.
I am seeing all sorts of 'authoritative' reports -
that don't know what they are talking about.
Not that I do -
because there can be surprising results
that we don't expect.
In fact -
I expect that there will be surprising results -
that I don't expect -
but I will come more to that later.
The things that are the most irritating to me
at the moment -
is the confusion being caused by 'authorities'.
Authorized government authorities -
in different agencies in Japan -
are putting out 180 degree different reports.
Who to believe?
Well - probably no one.
We just have to wait and see.
In this modern world -
we will probably never hear
a truly objective truth and evaluation.
It will all come with PR spin -
of someone who has a position to grind.
I have seen some MARVELOUS maps.
Excellent, excellent graphics.
Terrible, terrible lies -
about when and where the fallout will arrive
and how serious it will be.

I believe it is going to be VERY BAD -
but not from this event.
Well -
I misstated that.
I think the fallout from this event
is going to be VERY BAD -
but not the kind of fallout we have been talking about.
The fallout that we need to worry about in North America
is more likely economic fallout -
rather than radioactive fallout.
For years, in this newsletter,
I have tried to explain nuclear principles -
such as that for a nuclear weapon
that is ten times more powerful than another -
the damage is not ten times greater.
In other words -
if a ten megaton bomb
does damage 20 miles out -
a hundred megaton bomb (ten times greater)
isn't going to do damage 200 miles out.
The MSM (main stream media)
carried a bunch of stories
about how the radiation in Japan
in some instances was 1000 (a thousand times)
above normal.
Well, yes,
but that was still nothing -
because a thousand times nothing -
is still nothing -
and normal was / is practically zero -
and a thousand times practically zero -
is still practically zero.
What I am saying is -
it didn't even deserve a sneeze.
People just haven't bothered to study
and understand -
that a milliroentgen is a thousandth of a roentgen -
and it takes a thousand times that amount
to get up to one roentgen -
and should take 200 roentgens
to make an adult male feel woozy -
although psychological effects often set in sooner.
I looked and looked -
but found few quantitative measurements
of the amount of radiation that was released
in Japan.
One 'authoritative pundit' announced
that no amount of radiation is good for you -
and that the result will be an increase in cancer.
Not true.
Much scientific evidence
now supports the understanding
that we need some radiation -
just as we need some arsenic.
Balance in all things.
I will try to send next -
a newsletter dealing with the numbers -
that being a bit technical
and separate from the way my newsletters usually read.
So for the moment - I won't go there.
I could go on and on about these things -
but more lies can be generated in a minute -
than can be disproven in an hour.
So there may be some panic.
I have heard of two major sources of KI
already being sold out.
And this could be one good thing
that can come out of all this -
if people will store and buy KI -
for the BIG ONE that I say is coming -
because this certainly shows you won't be able to - then.
Anyway, I have not heard of anyone
starting to pop the pills.
Oh, well.
Let's not go there -
because it's not coming here,
in that amount - from that source - soon.
Now -
let us turn to the fallout -
that we need to concern ourselves about.
It is said -
that it is indeed an evil wind -
that blows no-one any good -
and from Gaddafi's point of view -
these events may have saved his bacon.
World attention has been turned
from what he is doing to the revolutionaries -
and he is starting to clean up over there.
The Saudi Royal Family -
must certainly be thanking Allah.
Friday the 11th -
was to be the Day of Rage in Saudi Arabia,
and the Tsunami certainly put a damper on that.
If you make your money on oil -
and you have oil -
then this is certainly going to put money in your pockets.
Japan is one of the biggest energy users
in the world -
and nuclear was one of its biggest energy sources.
Now - suddenly -
it is going to have to get a lot more oil to replace that.
All to the highest bidder.
You will be bidding against them
at the gas pump.
Higher US gasoline prices -
will mean higher prices for a lot of things -
and who knows what that means for the US economy.
Not just in the US -
but around the world.
That is where some of those surplus dollars
are going to go -
and if don't happen to be flush
in surplus US dollars -
well then.
I can't tell you how this is going to affect
the stock market -
because that is something that is manipulated anyway.
Nor can I tell you how it is going to affect
the US dollar -
because it was already having
its own Tsunami - anyway.
Certainly not likely that Japan will be buying
many more US Treasuries
at this point.
But -
I can tell you this -
the US and Europe (and the rest of the world)
are in the same position as all the other barn animals
- when the barnyard rat got all excited
because the farmer bought a cat.
Didn't worry any of the other animals
in the barn -
-- it is too long a tale to tell -
but one event led to another
and all the animals ended up being butchered.
The moral of the story was how we are all inter-related.
I don't know the future -
any more than you do -
although I did receive one curious report.

Now,
I didn't see this until after the event -
but I believe it was truly out there before-hand
and while almost any day for anything -
there is someone who has said it -
but given all that -
you may want to look at this one and judge for yourself.
It does contain some other curious documented stuff -
about Rockefeller
gathering up all his family -
children and grandchildren -
and heading off to the same locale
as the Gates family and Buffet.
And. And. And.
But I don't know what the significance
of any of this is.
In the social sciences, unintended consequences
(sometimes called unanticipated consequences
or unforeseen consequences)
are outcomes that are not the outcomes intended
by a purposeful action.
The intended purposeful action -
in this case -
was the generation of nuclear power.
The result may turn out to be
major destruction of elements of society.
Paradoxical to say the least.
The land that has the symbol of the sun -
became the land where the nuclear power
that is present in the sun -
first shown forth over Hiroshima and Nagasaki -
to wreak immense destruction.
Now once again that immense nuclear power -
may be being released there
in a manner that will have world-wide effects.
The atomic bomb was immoral.
The use of the atomic bomb -
especially against Nagasaki was immoral.
I have pointed out innumerable times
in my newsletters
that the use of nuclear power plants -
is extremely immoral -
because we pass the cost onto future generations -
in the form of radioactive nuclear waste.
Perhaps it is the law of Karma.
What was wreaked against Japan -
now Japan wreaks against the world.
I don't know -
but "earthquakes have broken loose -
and mankind is sore vexed and fearful."

The numbers -
if you are seeing them at all
probably look strange
and not something you are used to seeing.
Lots of generalities -
that mean nothing.
"The amount of radiation has doubled."
"The level is a thousand times higher than usual."
Etc.
Without actual numbers -
all that means nothing.
The numbers that we see
look unusual -
because like with metric -
the rest of the world went one way -
and the US another.
Canada and much of the world
uses units from the Système International (SI)
to measure radiation.
The SI is based on the metric system.
These units include the:
* becquerel
* gray
* sievert
* coulomb/kg
From the early 1900s,
through to the 30s,
until the 1960s,
another set of units were used.
They were called the:
* curie
* rad
* rem
* Roentgen
The United States still uses these units.
In point of fact -
I do also -
but sometimes in reading scientific articles
I have to go in and make the conversions.
The reason that I still use them
is that the radiation detection equipment
(which is surplus from the sixties) -
that we all have -
is marked in those units.
And - once again -
the US still uses those units -
and so do many of the militaries in the world.
The distinctions between
Rad
Rem
Roentgen
are insignificant as far as laymen are concerned -
and we speak simply in terms of R.
The distinction between a
mR and an R, however,
is NOT insignificant -
because a milli (the m)
is one thousand times smaller.
And a milli is a thousand micros -
so -
a micro (µ) is a MILLION times smaller amount
than an R.

Okay -
so here is as accurate a figure
as I have found:
Fukushima plant radiation at 882 micro sievert vs ! 500 ! allowable in 1
hour
Now -
what does that tell us?
The key numbers that we want to understand are:
1 sievert (Sv), = 100 rem
10 microsievert (µSv) = 1 millirem (mrem)
Therefore dividing by ten:
88.2 = 88.2 millirem
Let us be ultraconservative and say -
that what we have there is 100 millirem
and not just 88.2
If it were 100
then it would take TEN TIMES that amount
to get up to one REM.
When we consider that it takes
an accumulation of 200 REM
to affect a healthy adult male -
then it would take ten times 200
or 2000 times that amount to affect
a healthy adult male.
What we are saying is -
the adult male would have to stay
on that radiation site
in the presence of that radiation
for two thousand hours -
or about one hundred days -
to feel the effects.
Even then that would not happen.
The reason is -
the radiation at the site
would be decaying (unless more is released)
AND
the accumulation in the individual would be decaying.
Radiation exposure is much like sunburn.
You can get a bit each day -
and it is like getting a tan.
You can get a whole lot over time -
and it won't necessarily hurt you.
My friend Ron -
who died in his eighties -
(from unrelated causes)
being in the industry
got a lifetime exposure of over 6,000R.
600R is fatal in a very short time -
if gotten all at once
(that is to say in a very short time).
So what goes with the statement above -
that only 500 microsieverts are allowable in one hour?
Well - the standards are just set -
VERY, VERY conservatively for peace time -
(non-catastrophic) events.
I do hope that you get the picture -
that nothing is about to come over here -
from the Japan nuclear problem -
and get you in your sleep.
There is just not that much there -
that is coming over here.
At least - anytime soon.
To make a long story short -
when the measurement says micro -
"Don't worry about it".

Don't panic -
you are not on the Titanic.
Well -
not exactly true -
because the whole world is a Titanic -
but I am not sure that the Japan Tsunami -
and the nuclear power plants were the iceberg.
There are other concerns and considerations.
People have written to me
asking me what about this Plutonium thing?
They have pointed out that nuke weapons
are generally made from Uranium -
and that these plants ran on Plutonium.
Among the scare literature
I have read statements such as:
"Plutonium is the deadliest substance
known to man."
Well - not exactly.
Lots of scare literature out there.
Concern is that when it becomes powdered
and people breath minute particles of it
that it can get in the lungs
and into the bone structures
and cause cancer.
Much the same story
that you hear about DU (Depleted Uranium) -
and there really is not much that I can say
to people who are already thoroughly convinced about
Depleted Uranium
Water Flouridation
Polychlorinated biphenyls (PCBs)
Asbestos
Chemtrails
or hundreds of other things
that worry people about our modern technological society.
But yes, the Japan nuclear generating stations
use Plutonium.
There are a number of different isotopes
of Plutonium.
Pu-238
Pu-239
Pu-240
Pu-241
Pu-242
I could go on at length
about their half-lives
and other distinctions.
Unfortunately -
we are getting bunches of this stuff
stored around the world -
and it is not going away soon.
Some of it -
once we create it will be around
for thousands of years.
We now all have minute particles of it
in our bodies -
from the nuclear testing and power plants.
Plutonium is more dangerous when inhaled than when ingested. The risk of
lung cancer increases once the total dose equivalent of inhaled radiation
exceeds 400 mSv.
(That is dose -
not the level of exposure -
or what is in the air.
So many things -
that those who haven't studied the subject -
that is to say - have had formal training -
fail to make the distinction.)
The U.S. Department of Energy estimates that the lifetime cancer risk for
inhaling 5,000 plutonium particles, each about 3 microns wide, to be 1% over
the background U.S. average.
Ingestion or inhalation of large amounts may cause acute radiation poisoning
and death; NO HUMAN IS KNOWN TO HAVE DIED BECAUSE OF INHALING OR INGESTING
PLUTONIUM, and many people have measurable amounts of plutonium in their
bodies.
As much as 1000 tonnes of plutonium may be in storage with more than 200
tonnes of that either inside or extracted from nuclear weapons.
The rest comes from nuclear power plants.
Immoral, immoral, immoral -
as I keep telling people.
We are supposed to pass a better world
onto our children -
not a worse one.
The plutonium scene
over in Japan
is pretty bad right now -
or could become so -
but it is not coming here.
Even there -
it will only affect those right nearby -
if there is a meltdown.
Nothing like Nagasaki!
Because - it isn't a nuclear weapon.
Weapons are different -
and put the radiation up into the air
which then comes as fallout.
I mention Nagasaki -
because the US dropped two bombs on Japan -
to experiment with them.
The second one was particularly an experiment
because Japan was in the process of surrendering.
The nature of the experiment was
that the first bomb on Hiroshima
was an uranium bomb
and the second bomb on Nagasaki
was a plutonium bomb.
So here we are back again -
to a big plutonium experiment.
The question is -
was nuclear power generated by it -
worth the hassle to the Japanese.
Mind you -
most of the destruction that we are witnessing -
was caused by the Tsunami -
and had nothing really to do with the nuclear power plants.
I do hope that people can really make the distinction
and see that this wasn't a nuclear weapon -
and that the fallout from it
really isn't like what we can look forward to
with a nuclear war.
Still, it is not a bad thing -
if you are prompted to go out and get KI.
I talk with Shane daily -
and he is getting multiple orders per minute -
and has long sold out of the Potassium Iodide pills.
He has asked me to
pass along his apologies
that he can't answer the emails
that he is getting from friends
because he is hundreds of personal emails behind.

or at least 400 child doses

My advice is to get that now -
because while I don't think you are going to need it -
for this event -
you will for the future event
that I have been warning you about.
