Strange Sounds Start Up Again In Russia (Video)

The so-called "strange sounds" phenomenon has flared up again in Russia's third largest city, Novosibirsk. And, this time, it doesn't appear to be some prankster playing a creepy sound track from a horror movie on loudspeakers.
The video posted to YouTube is light on details and imagery. The four minute clip shows mostly street lights in the pre-dawn hours. It's the audio track which is most intriguing.

Unlike most of the other videos posted in the last year or so, this one has some genuinely creepy noises being picked up.
One hint that the audio track may not have been played around with is the sound of the camera controls interfering with the recording of these particular
strange sounds.
It does sound like either a continuous thunderstorm or a very long freight train. But the witness claims neither is rolling through at the time.
If it's just the howling wind, there's no evidence of it blowing around on screen and it would be hard to hold a camera steady with that kind of torrent blowing up, from the sound of it.
Some of the original weird noise videos have never been satisfactorily explained yet. This seems to be another to add to the list.
