he finally stopped shaking after spending hours being held...kitty got about 2 feet away from him a few minutes ago...she was a bit grumpy, but she sat on the back of the chair near him..he went for a big walk...he was so good...he visited with all my neighbors, let some two yr olds pet him, checked out some cat fish in a kiddie pool...he had a great time...he only had a fenced in dog run where he was at....he walks well on a leash...hes sweet natured

So Whitely is saying that the PTB "higher" than Obama are the one's pulling the strings on what he says or doesn't say about ET's/UFO's.
It would be difficult for any government to explain who/why they have done nothing about abductions, people being implanted etc. My guess is that they can do nothing.

I don't think I have ever heard Whitely tell the story of the night he thinks he got implanted with his implant.
Strange that the ETs appeared to him as a human man and woman and did something to him to make him not able to move and feel kind of dazed and funny in his head.
How knows what some of these beings are capable of?...I do believe either changing or projecting different form is part of what they are able to do.
