Of course Police, State Troopers, etc have quotas for the number of tickets they have to give in the week or month. And, like Hagmann said, towns, cities, etc are hurting for $$ so they have to get $$ somehow. I almost can't blame them for trying to serve tickets to get that $$ in fines.
