The illusion is made up of hundreds of facial clusters...distorted and not always in a uniform pattern. Try it yourself. Enlarge the image and start adjusting the contrast. The clusters seem to oddly overlap in places where they shouldn't...if really a building. Tiny faint red lines run about confusing an untrained eye.
