Washington's New World Order Weapons Have the Ability to Trigger Climate Change

The important debate on global warming under UN auspices provides but a partial picture of climate change; in addition to the devastating impacts of greenhouse gas emissions on the ozone layer, the World's climate can now be modified as part of a new generation of sophisticated "non-lethal weapons." Both the Americans and the Russians have developed capabilities to manipulate the World's climate.

In the US, the technology is being perfected under the High-frequency Active Auroral Research Program (HAARP) as part of the ("Star Wars") Strategic Defence Initiative (SDI). Recent scientific evidence suggests that HAARP is fully operational and has the ability of potentially triggering floods, droughts, hurricanes and earthquakes. From a military standpoint, HAARP is a weapon of mass destruction. Potentially, it constitutes an instrument of conquest capable of selectively destabilising agricultural and ecological systems of entire regions.

While there is no evidence that this deadly technology has been used, surely the United Nations should be addressing the issue of "environmental warfare" alongside the debate on the climatic impacts of greenhouse gases...

Despite a vast body of scientific knowledge, the issue of deliberate climatic manipulations for military use has never been explicitly part of the UN agenda on climate change. Neither the official delegations nor the environmental action groups participating in the Hague Conference on Climate Change (CO6) (November 2000) have raised the broad issue of "weather warfare" or "environmental modification techniques (ENMOD)" as relevant to an understanding of climate change.

The clash between official negotiators, environmentalists and American business lobbies has centered on Washington's outright refusal to abide by commitments on carbon dioxide reduction targets under the 1997 Kyoto protocol.(1) The impacts of military technologies on the World's climate are not an object of discussion or concern. Narrowly confined to greenhouse gases, the ongoing debate on climate change serves Washington's strategic and defense objectives.

"WEATHER WARFARE"

World renowned scientist Dr. Rosalie Bertell confirms that "US military scientists ... are working on weather systems as a potential weapon. The methods include the enhancing of storms and the diverting of vapor rivers in the Earth's atmosphere to produce targeted droughts or floods." (2) Already in the 1970s, former National Security advisor Zbigniew Brzezinski had foreseen in his book "Between Two Ages" that:

"Technology will make available, to the leaders of major nations, techniques for conducting secret warfare, of which only a bare minimum of the security forces need be appraised... [T]echniques of weather modification could be employed to produce prolonged periods of drought or storm."

Marc Filterman, a former French military officer, outlines several types of "unconventional weapons" using radio frequencies. He refers to "weather war," indicating that the U.S. and the Soviet Union had already "mastered the know-how needed to unleash sudden climate changes (hurricanes, drought) in the early 1980s."(3) These technologies make it "possible to trigger atmospheric disturbances by using Extremely Low Frequency (ELF) radar [waves]."

A simulation study of future defense "scenarios" commissioned for the US Air Force calls for:

"US aerospace forces to 'own the weather' by capitalizing on emerging technologies and focusing development of those technologies to war-fighting applications... From enhancing friendly operations or disrupting those of the enemy via small-scale tailoring of natural weather patterns to complete dominance of global communications and counterspace control, weather-modification offers the war fighter a wide-range of possible options to defeat or coerce an adversary... In the United States, weather-modification will likely become a part of national security policy with both domestic and international applications. Our government will pursue such a policy, depending on its interests, at various levels.

Environmental warfare is defined as the intentional modification or manipulation of the natural ecology, such as climate and weather, earth systems such as the ionosphere, magnetosphere, tectonic plate system, and/or the triggering of seismic events (earthquakes) to cause intentional physical, economic, and psycho-social, and physical destruction to an intended target geophysical or population location, as part of strategic or tactical war." What are the underlying causes of extreme weather instability, which has ravaged every major region of the World in the course of the last few years?

Hurricanes and tropical storms have ravaged the Caribbean. Central Asia and the Middle East are afflicted by drought. West Africa is facing the biggest swarm of locusts in more than a decade. Four destructive hurricanes and a tropical rain storm Alex, Ivan, Frances, Charley and Jeanne have occurred in a sequence, within a short period of time. Unprecedented in hurricane history in the Caribbean, the island of Grenada was completely devastated: 37 people died and roughly two-thirds of the island's 100,000 inhabitants have been left homeless; in Haiti, more than two thousand people have died and tens of thousands are homeless. The Dominican Republic, Jamaica, Cuba, the Bahamas and Florida have also been devastated. In the US, the damage in several Southern states including Florida, Alabama, Georgia, Mississippi and the Carolinas is the highest in US history.

A study released in July 2003, by the World Meteorological Organization (WMO) places the blame, without further examination, at the feet of global warming:

"These record extreme events [high temperatures, low temperatures and high rainfall amounts and droughts] all go into calculating the monthly and annual averages which, for temperatures, have been gradually increasing over the past 100 years," the WMO said in its statement (CNN, July 3, 2003, http://www.cnn.com/2003/WEATHER/07/03/wmo.extremes/ )

While global warming is undoubtedly an important factor, it does not fully account for these extreme and unusual weather patterns.

Weather Warfare

The significant expansion in America's weather warfare arsenal, which is a priority of the Department of Defense is not a matter for debate or discussion. While, environmentalists blame the Bush administration for not having signed the Kyoto protocol, the issue of "weather warfare", namely the manipulation of weather patterns for military use is never mentioned.

The US Air Force has the capability of manipulating climate either for testing purposes or for outright military-intelligence use. These capabilities extend to the triggering of floods, hurricanes, droughts and earthquakes. In recent years, large amounts of money have been allocated by the US Department of Defense to further developing and perfecting these capabilities.

Weather modification will become a part of domestic and international security and could be done unilaterally... It could have offensive and defensive applications and even be used for deterrence purposes. The ability to generate precipitation, fog, and storms on earth or to modify space weather, ... and the production of artificial weather all are a part of an integrated set of technologies which can provide substantial increase in US, or degraded capability in an adversary, to achieve global awareness, reach, and power. While there is no firm evidence that the US Air Force weather warfare facilities have been deliberately applied to modify weather patterns, one would expect that if these capabilities are being developed for military use, they would at least be the object of routine testing, much in the same way as the testing of new conventional and strategic weapons systems.

Needless to say, the subject matter is a scientific taboo. The possibility of climatic or environmental manipulations as part of a military and intelligence agenda, while tacitly acknowledged, is never considered as relevant. Military analysts are mute on the subject. Meteorologists are not investigating the matter, and environmentalists are strung on global warming and the Kyoto protocol.

Ironically, the Pentagon, while recognizing its ability to modify the World's climate for military use, has joined the global warming consensus. In a major study (pdf) , the Pentagon has analyzed in detail the implications of various global warming scenarios.

The Pentagon document constitutes a convenient cover-up. Not a word is mentioned about its main weather warfare program: The High-Frequency Active Auroral Research Program (HAARP) based in Gokona, Alaska --jointly managed by the US Air Force and the US Navy.

Weather Modification a Long-Established, Though Secretive, Reality

New Weather-Control Board to Set up Shop in U.S.

It’s late fall of 2004. Fred McKenna* surveys his beloved radionics equipment with sorrow. “I am expecting a visit from the boys in black,” he sighs to me. Because he has been engaged in storm mitigation and deflection, he’s sure that military and other authorities know of his location and activities. Fred has already begun to dispose of the reagents, the active principle used for the “broadcast” of specific corrective energies to persons or the environment. By transferring their activity to the land itself, he hopes this might at least protect a passive aspect of his operation. But he fears that the machines themselves may no longer be in his possession by the end of the following year.

It’s for good reason that Fred is concerned about confiscation of his radionics machines. He has received numerous threatening phone calls; his computer has been sabotaged while connected to satellite weather-data sites; and he has even been subjected to a psionic attack intended to cause a car crash – which would have happened if he had not serendipitously made an unplanned turn off the highway. Just as he was stopping the car, he was suddenly plunged into unconsciousness (for which no medical explanation could be found). Had he continued on the road, he said, the car would have smacked into a rock face.

Long before there was any public announcement, Fred and others like him have been aware of planned legislation in the United States. Just because Fred lives in Canada, he is not exempt from interference or even being arrested. The U.S. military has a very long arm. As evinced by many examples, the US feels it has the right to reach into any nation on earth to take whatever it wills by force, whether this is oil fields or weather-influencing technology. Set forward as Bill S. 517 on March 3, 2005, and scheduled to take effect on 1 October 2005, is the Weather Modification Research and Technology Transfer Act.


What Kind of Weather Control Will this Be?

Bill S.517 sets up an eleven-member board of directors to oversee all the research on weather control, and to direct funding to projects. The wording sounds typically bureaucratic and innocuous. Except for the fact that the title of the act includes the words “technology transfer”, there is no specific reference to possible confiscation of privately-held equipment. However, there are gray areas, such as "and for other purposes" and other vague phrases that periodically appear in the text.

This is what rings alarm bells for independent, benevolent weather modifiers like Fred who want to normalize rainfall for farmer, and to lessen storm damage. For example, under Section 5, DUTIES, the following statement appears:

(2) assessments and evaluations of the efficacy of weather modification, both purposeful (including cloud-seeding operations) and inadvertent (including downwind effects and anthropogenic effects). (Ref.)

Note the reference to cloud-seeding, an old method largely superseded by new technology, but still popularly equated to weather control as it is the only one discussed in the mass media. However, some aerial spraying continues, of which the nature and purpose are hotly debated. (Refs)

The statement only partly conceals an expectation that they will be recording evolutionary – probably genetic – changes, and that this will regarded as merely be a “normal” part of data collection. Because the word "anthropogenic” refers to "the origin and evolution of humans" we should be asking, “What sort of testing is planned here?” Is this new Board going to be approving weather experimentation that includes genetic modifiers, treating whole human populations as guinea pigs? If so, we should all be as concerned as Fred.


Transfer of Technology to Whom?

Not explained in the text is why "Technology Transfer" is in the title. Unless that is related to the right of the Board of Directors to “receive, use, and dispose of gifts," (emphasis added) we are left to guess what this means.

If the government’s objective is to control the weather for military advantage, then some of these transfers may be involuntary. There is also no mention of any upper limit on gift value, or whether the board members could take them for personal use, which would be gross conflict of interest if this were for the public good. Will owners of radionics and other types of equipment be expected to “give” their equipment, inventions and patents over to the Board? And why would the words “dispose of” be included in relation to these “gifts” – possibly of technology? Does this mean that the Board has a carte blanche to destroy confiscated technology? Remembering that the military document on weather control is titled “Owning the Weather by 2025”, (emphasis added) it is implied that no one else will be allowed to own anything that could influence the weather for either military or non-military purposes. We must all be at the “mercy” of the distinctly unmerciful Armed Forces.

According to one website, crediting as its source another site that no longer carries this report, Canada and the U.S. have entered into an agreement to exchange information about these technologies and their transboundary effects. (Ref.) Article IV of this agreement requires both parties to inform the other of weather-control experiments and activities "prior to" the commencement of such activities. However, apparently to cover their backsides, Article VII states:

"Nothing herein relates to or shall be construed to affect the question of responsibility or liability for WEATHER MODIFICATION activities, or to imply the existence of any generally applicable rule of international law. "

I have not been able to find out as of this date whether this agreement is in effect, or even when it was allegedly signed. If it exists, it will probably be more honored in the breach than in the observance......................


Weather Control As A Weapon

For many, weather control suggests the ability always to have pleasant weather and to avoid serious storms or long droughts. Due to the frequency destructive storms, hurricanes and the consequent floods, or to their total absence and consequent droughts, such people assume that weather control has not been mastered and therefore is not being used. This naive view assumes that weather would always be controlled for the good of humanity.

Human nature seems to dictate otherwise. The discovery of any new power is considered to confer a military advantage, and therefore its very existence is kept secret for as long as possible. While the general public is being told that all phenomena, including some highly anomalous ones inexplicable by natural forces, are "Mother Nature" at work, various military and even private agencies have been flexing their technological muscles and playing havoc with the weather.

Although the American military has actually published a detailed document "Owning the Weather by 2025", many people will simply say "I don't believe it" when confronted with this. Why? They may say because it has not been reported in the mass media, it must not be real. (Some others will say this is a prime indication that it is real, because most of what the mass media publishes is fantasy.) But normally any military power must be kept secret, and the major media outlets are well aware that they must not cross this line or they could be shut down. Freedom of the press is allowable only if "national security" policies are not breached.....................

Covert Harassment of Humanity?

Evidence from the environment and from independent researchers and analysts suggest that this type of weather control is already being exercised as – in effect – a weapon of mass destruction. Public disclosure occurred at an April 1997 counter-terrorism conference. Secretary of Defense William Cohen stated:

"Others [terrorists] are engaging even in an eco-type of terrorism whereby they can alter the climate, set off earthquakes, volcanoes remotely through the use of electromagnetic waves. So there are plenty of ingenious minds out there that are at work finding ways in which they can wreak terror upon other nations and it's real, and that's the reason why we have to intensify our [counterterrorism] efforts." (Ref.)

According to Lt.Col. (Ret'd) Tom Bearden, the Russians developed weather control several decades ago, and have been using it over North America since 1976. Using over-the-horizon (OTH) radar, the beams are transmitted in the 3-30 megaHertz band. His website explores the theory of scalar interferometry, and explains how such beams can be used to direct the weather patterns as well as to transmit disease patterns of interaction to cells of living beings, affecting bio-electrical functioning. (Ref.) No chemicals are necessary to cause disruption of living tissues, if this alarming theory is true.

Bearden also alleges that after the breakup of the Soviet Union, Russian scientists sold this technology to other hostile elements such as the Yakusa. And Russia continues to operate its “Woodpecker” system. In his view, it is these outside rogue weather controllers working hard to make our lives difficult by causing storms and droughts. However, some of these economically displaced Russian scientists are attempting to benefit humanity and agriculture. One group ended up in Mexico, where they have built an effective rainmaking system that has gained the blessing of that country. Mexico plans to have 19 more of these rainmaking stations installed in the dry north by 2006. ..........

I suspect most of our storms from now on will have appreciable weather engineering added, to cause more damage.

We have entered the operational phase of asymmetrical war against us, and – as Secretary of Defense Cohen confirmed in 1997 – the “terrorists” are using “electromagnetic” weapons to stimulate volcanoes into eruption, cause earthquakes, and control our climate and weather.

This hurricane already made a right angle turn West to move across the tip of Florida, and into the Gulf, where the warm Gulf waters will increase its intensity and the damage it does. Some 40% or so of U.S. oil comes from that Gulf, hence the strategic importance of the targeting. The most lucrative damage path would be through the oil rigs and platforms, and then hit shore centered on New Orleans. We’ll just have to see if that is the path generated.

Another practice or demonstration “shot” seems to have been the very recent large sun eruption, apparently deliberately steered at Indonesia, which knocked out the entire electrical power system of Indonesia, leaving some 100 million persons without power. At this point there is something like a 70% probability that it was an artificial shot. It’s a standard practice of our foes to do such a “dress rehearsal” shot to show that the major variables are under control, before assembling and unleashing the actual “shot on the real target – the United States”.

So SecDef Cohen’s warning was right on, and now we are into it. The hostile plan also calls for gradually increasing the intensity of the damage done to the United States by each incident, since Americans do not react to slowly increasing threats (that is one of our grave strategic vulnerabilities, as shown by a standard Strategic Analysis routinely done by military folks). So our geologists and scientists just blithely state that “we have entered a geologically active period”, and everybody thinks these incidents are just flukes of nature. That way, our national reaction characteristics are used to our own grave disadvantage.

Our own centralized national electrical power system is also in grave danger and is deadly vulnerable. The system was never intended – or built – as a proper multi-loop servo control system, and every principle for such is violated by the system. So just a few good surges here and there can generate self-resonance and necessitate abrupt shutdowns of great sections of it or even all of it. A single scalar interferometer do that easily, and it can put the entire U.S. electrical power system down and keep it down from now on, with ridiculous ease – while its Yakuza operator is just sipping his sake and watching TV. So somewhere about a year to a year and a half from now, I expect that to occur. Scalar interferometers can produce not only positive energy EMP, but also negative energy EMP. So complete destruction of targeted control systems in huge areas of the grid are simply accomplished, particularly if negative energy is used.

As you can see, the major intent of our foes is to bring about a catastrophic economic collapse of the entire U.S. economy, something like two years from now, so there will result great chaos and disorder in all our cities, paralyzing our entire society. And all by adroitly engineered “acts of nature”, with never a nuclear weapon fired.

In 2025 US aerospace forces can "own the weather" by capitalizing on emerging technologies and focusing development of those technologies to warfighting applications. Such a capability offers the warfighter tools to shape the battlespace in ways never before possible. It provides opportunities to impact operations across the full spectrum of conflict and is pertinent to all possible futures. The purpose of this paper is to outline a strategy for the use of a future weather modification system to achieve military objectives rather than to provide a detailed technical road map.

A high risk/high reward endeavor, weather modification offers a dilemma not unlike the splitting of the atom. While some segments of society will always be reluctant to examine controversial issues such as weather modification, the tremendous military capabilities that could result from this field are ignored at our own peril. From enhancing friendly operations or disrupting those of the enemy via small-scale tailoring of natural weather patterns, to complete dominance of global communications and counter-space control, weather modification offers the warfighter a wide range of possible options to defeat or coerce an adversary.

Technology advancements in five major areas are necessary for an integrated weather modification capability: (1) advanced nonlinear modeling techniques, (2) computational capability, (3) information gathering and transmission, (4) a global sensor array, and (5) weather intervention techniques. Some intervention tools exist today and others may be developed and refined in the future.

Current technologies which will mature over the next thirty years will offer anyone who has the necessary resources the ability to modify weather patterns and their corresponding effects, at least on the local scale. Current demographic, economic, and environmental trends will create global stresses that provide the impetus necessary for many countries or groups to turn this weather modification ability into a capability. In the US, weather modification will likely become a part of national security policy with both domestic and international applications. Our government will pursue such a policy, depending on its interests, at various levels. These levels could include: unilateral actions, participation in a security framework such as NATO, membership in an international organization such as the UN, or participation in a coalition. Assuming that in 2025 our national security strategy includes weather modification, its use in our national military strategy will naturally follow. Besides the significant benefits an operational capability would provide, another motivation to pursue weather modification is to deter and counter potential adversaries.

In this paper we show that appropriate application of weather modification can provide battlespace dominance to a degree never before imagined. In the future, such operations will enhance air and space superiority and provide new options for battlespace shaping and battlespace awareness. "The technology is there, waiting for us to pull it all together;" in 2025 we can "Own the Weather."

What Do We Mean by "Weather-modification"?

Today, weather-modification is the alteration of weather phenomena over a limited area for a limited period of time.

Achieving such a highly accurate and reasonably precise weather-modification capability in the next 30 years will require overcoming some challenging but not insurmountable technological and legal hurdles.


Technologically, we must have a solid understanding of the variables that affect weather. We must be able to model the dynamics of their relationships, map the possible results of their interactions, measure their actual real-time values, and influence their values to achieve a desired outcome. Society will have to provide the resources and legal basis for a mature capability to develop. How could all of this happen? The following notional scenario postulates how weather-modification might become both technically feasible and socially desirable by 2025.


Between now and 2005, technological advances in meteorology and the demand for more precise weather information by global businesses will lead to the successful identification and parameterization of the major variables that affect weather.

By 2015, advances in computational capability, modeling techniques, and atmospheric information tracking will produce a highly accurate and reliable weather prediction capability, validated against real-world weather. In the following decade, population densities put pressure on the worldwide availability and cost of food and usable water.


Massive life and property losses associated with natural weather disasters become increasingly unacceptable. These pressures prompt governments and/or other organizations who are able to capitalize on the technological advances of the previous 20 years to pursue a highly accurate and reasonably precise weather-modification capability.


The increasing urgency to realize the benefits of this capability stimulates laws and treaties, and some unilateral actions, making the risks required to validate and refine it acceptable.


By 2025, the world, or parts of it, are able to shape local weather patterns by influencing the factors that affect climate, precipitation, storms and their effects, fog, and near space. These highly accurate and reasonably precise civil applications of weather-modification technology have obvious military implications. This is particularly true for aerospace forces, for while weather may affect all mediums of operation, it operates in ours.


The term weather-modification may have negative connotations for many people, civilians and military members alike. It is thus important to define the scope to be considered in this paper so that potential critics or proponents of further research have a common basis for discussion.
In the broadest sense, weather-modification can be divided into two major categories: suppression and intensification of weather patterns. In extreme cases, it might involve the creation of completely new weather patterns, attenuation or control of severe storms, or even alteration of global climate on a far-reaching and/or long-lasting scale.


In the mildest and least controversial cases it may consist of inducing or suppressing precipitation, clouds, or fog for short times over a small-scale region. Other low-intensity applications might include the alteration and/or use of near space as a medium to enhance communications, disrupt active or passive sensing, or other purposes.


In conducting the research for this study, the broadest possible interpretation of weather-modification was initially embraced, so that the widest range of opportunities available for our military in 2025 were thoughtfully considered.


However, for several reasons described below, this paper focuses primarily on localized and short-term forms of weather-modification and how these could be incorporated into war-fighting capability.


The primary areas discussed include generation and dissipation of precipitation, clouds, and fog; modification of localized storm systems; and the use of the ionosphere and near space for space control and communications dominance. These applications are consistent with CJCSI 3810.01, "Meteorological and Oceanographic Operations."13
Extreme and controversial examples of weather modification-creation of made-to-order weather, large-scale climate modification, creation and/or control (or "steering") of severe storms, etc.-were researched as part of this study but receive only brief mention here because, in the authors' judgment, the technical obstacles preventing their application appear insurmountable within 30 years.


If this were not the case, such applications would have been included in this report as potential military options, despite their controversial and potentially malevolent nature and their inconsistency with standing UN agreements to which the US is a signatory.


On the other hand, the weather-modification applications proposed in this report range from technically proven to potentially feasible. They are similar, however, in that none are currently employed or envisioned for employment by our operational forces. They are also similar in their potential value for the war fighter of the future, as we hope to convey in the following chapters.


A notional integrated system that incorporates weather-modification tools will be described in the next chapter; how those tools might be applied are then discussed within the framework of the Concept of Operations in chapter 4.
